Request for Immediate Intervention Regarding Denial and Misrepresentation by Haryana City Gas Distribution Ltd. in Providing PNG Connections to Residents of Malibu Towne, Gurugram

I am writing this letter in my capacity as President of the Consumers Forum and as an executive member of the Malibu Towne Plots Residents Welfare Association (MTPRWA), Gurugram. I represent approximately 3,500 residential plots and condominiums that have been awaiting access to Piped Natural Gas (PNG), in accordance with the Government of India's vision of transforming Gurugram into an LPG-free city.

 

We are profoundly shocked and troubled by the contents of the letter recently received from the Assistant Vice President of Haryana City Gas Distribution Limited (HCGDL). The letter includes several factually incorrect statements and unjust allegations against our Association, including the assertion that "MT Plots Residents Welfare Association never approached us for supply of PNG."

 

This statement is entirely false and conclusively incorrect.

 

Our Association has approached HCGDL on multiple occasions over the years, including in:

1.     2013 – Initial discussions were held with HCGDL representatives regarding PNG connectivity for Malibu Towne plots.

2.    2025 – Fresh correspondence and follow-up discussions were undertaken.

3.   2026 – Several written communications and meetings have taken place, and photographs with HCGDL personnel are available as documentary evidence (attached). We trust that AVP will be capable of recognising his company's staff; if not, it could potentially be detrimental to the company.

4.     Email correspondence between Mr. Arjit Raj on 03/04/2026.Email between Mr. Parth Tyagi on 17/04/2026.

5.     Email between Mr. Ayush Jaiswal on 08/04/2026

6.     And many more

 

Accordingly, the assertion that we "never approached" HCGDL is misleading and appears to be an attempt to deflect responsibility for the prolonged non-implementation of PNG infrastructure within our colony.

 

Serious Concern Regarding Possible Commercial Intent

It appears that the primary impediment is not the technical viability but rather HCGDL's reluctance to allocate resources for the installation of the necessary pipeline infrastructure unless residents or the RWA consent to financial arrangements that exceed the standard charges outlined in applicable regulations and policies.

 

Our understanding is that once a resident applies for a PNG connection and complies with the prescribed charges and documentation, the authorised city gas distributor is obligated to provide service without imposing additional unauthorised financial burdens.

 

If HCGDL is requesting any supplementary contributions, infrastructure expenditure sharing, or other financial commitments that are not legally mandated, it warrants immediate examination.

 

Misplaced Allegations Against Residents' Association

The language employed in HCGDL's correspondence, which accuses our Association of several "blatant lies" and questions its "credibility and integrity," is highly inappropriate and unbecoming of a public utility operating under Government authorisation.

 

Such allegations made by the Assistant Vice President of HCGDL in a written document highlight the organisation's numerous inaccuracies and the policies implemented by the government. 

 

Our Association has merely sought the implementation of a national policy publicly announced by your esteemed office and reiterated by senior officials of the Ministry, namely that households should be encouraged to transition from LPG cylinders to PNG for safer, cleaner, and more efficient energy use.

 

Raising legitimate concerns regarding delays and the lack of implementation should not be construed as an attack on the Government of India. Conversely, our efforts are fully aligned with the Government's policy objectives.

 

Need for Immediate Government Intervention

In view of the above, we respectfully request your kind intervention to:

1.     Direct HCGDL to withdraw the incorrect and defamatory allegations made against MTPRWA.

2.     Please verify the history of our communications with HCGDL since 2013.

3.     Investigate whether HCGDL is imposing or expecting financial conditions that exceed approved regulatory norms.

4.     Instruct HCGDL to prepare and implement a schedule-bound rollout plan for PNG connectivity to all eligible plot owners in Malibu Towne.

5.     Ensure that residents are not denied the benefits of a national clean-energy initiative due to administrative delays or commercial considerations.

6.     HCGDL is required to visit the colony for concluding discussions regarding the war footing and its implementation, rather than summoning residents to this office as indicated in the letter issued by AVP.

 

Our Commitment

The residents of Malibu Towne express their full support for the Government of India's clean-energy vision and demonstrate a keen interest in adopting PNG connections. We seek solely what is justly available to every citizen under the City's Gas Distribution framework and the policies established by the Ministry of Petroleum and Natural Gas.

We trust that your esteemed office and the Prime Minister's Office will take appropriate action to ensure that the objectives of this important national initiative are implemented in both letter and spirit.

 

We will be pleased to furnish all supporting documents, correspondence, and photographs evidencing our repeated interactions with HCGDL.
